Is US Embassy open at all for interviews ?

I'm just going to go out on a limb and point out that the visa process, particularly at the embassy phase, IS quite confusing.  Add to the fact that Kyiv has its own topical issues.

You're very concerned with your fiancee... girlfriend, whatever you'd like to call her-- lying to you, when she might well be trying to navigate all of this as best she can.  You say you want to give her the benefit of the doubt, that's what that looks like: trying to assist her by doing some research, but coming in prepared to discover she's a fraud is really not a solid foundation for a marriage.

If you two have these levels of mistrust in each other's intentions at this stage, I think it's pretty safe to say, don't get married.

Did she go to Warsaw and was refused.

 

Applying for a Tourist visa is very simple.

I got her and daughter tickets for Warsaw , flights for both to US , and a few days beforehand she said mysteriously oh I can do Kiev now its much closer and available. So she was denied then for tourist visa and told she needed to reapply as fiance visa ( which we both dont want just yet ) and i paid for a 2nd interview which is supposedly on August 2nd in Kiev . Of course I have no solid proof of any of this she said have some trust in her or find someone else 🤷‍♂️

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

So, now, she is trying for another tourist visa?  Why would you think she will succeed this time?

NEVER purchase flights to the U.S. before the visa is in hand.

She was denied for immigrant intent.  Unless something has changed to strengthen her ties to home (US bf= weak ties to home), she’ll be denied again.

 

You will probably need to go there to visit, and you should absolutely spend much more time in person before submitting a petition for a fiancé visa.

Its the only way . Its a tourist visa she has to show proof of return or its auto denial . She was still denied regardless of tickets . All im trying to find out is embassy in Kiev open for Tourist visas or not . That page showed closed . But her “appointment “ she said was scheduled for August 2nd in kiev - not Warsaw . Trying again for tourist visa because this time she isn’t mentioning my name at ALL and buying flights through her mothers bank account not mine . Again absolutely NOT wanting to get engaged to another foreign woman just yet so thats not an option im considering at all at this time .

For tourist visa to visit ? They want proof of return. And she has Ukrainian citizenship though she is half Russian . Of course they are worried about her never returning if she doesnt have flights back home .

Return tickets mean absolutely nothing.  They are not strong ties to home country.  Lying to US immigration officials is a serious matter.  They already know about you.  They might think you are just trying to bypass the K-1 process.

Get out NOW.  It sounds like you have serious relationship issues. I would not even consider marrying her at this point.  No purpose in lying about this...
