2 years under adminsitrative processing

my US vist visa has been under Adminsitrative processing for 2 years now in the US Embassy Dubai

in fact it was a renewal my first visa was obtained in south africa 

what can i do to get an answer as i cant reapply or cant do anything until this is sorted out 

is there any way to speed up the process

You can file a Writ of Mandamus. 
 

Is there a specific reason to visit the US? Maybe another country would offer something similar.
