What is the best Business Immigration pathways to obtain an Immigrant Visa?

Too vague a question really. There is no immigrant visa to be obtained just from setting up a business or transferring a business.

There is an investment based immigrant visa (EB5) if you have the cash. Or employment based ones. But without knowing what you mean by 'business immigration' (how much investment, how many US citizens will be hired, any unique skills etc), it's hard to help further.  Perhaps a consultation with an immigration lawyer to see if there are any options may be the best thing to do.

We have been in touch with many US immigration attorney's.  The main options are:

EB-5-  relatively slow and very expensive.

E-2- Cheaper but not an immigrant Visa.  3 year and must be renewed based on business performance.  Still need to figure out immigrant visa options.

EB-2 NIW- Cheaper and faster than EB-5.  Has education requirement and must propose activities (usually a business) that is in the "national Interest".

What are your qualifications?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

Then there’s your answer, EB5 or EB2 NIW seem to be your only options.

Although I disagree the EB2 NIW is ‘usually business’. Two thirds of the EB2-NIW’s approved in the last fiscal year were from applicants in STEM fields.

"Faster" is a relative term when it comes to immigration.

Could be 4 months or so from start to finish for an EB case though, depending on the consulate and if premium processing is selected. So pretty quick in terms of getting an IV really - for my case it took longer for the lawyer to prepare the submission than it did for the actual processing!

Lots of dependencies though, as you stated.  Not all consulates are created equally.  Mileage may vary.
