Beneficiary fills out DS-160. The embassy will set up the interview as far as I know.

Your beneficiary will fill in the DS160 form

For the Philippines, the embassy will not set up the interview for K-1.  As soon as you complete and pay for the DS-160, you will set up your own appointment at Apply for a U.S. Visa | Schedule/Change My Appointment - Philippines (English) (ustraveldocs.com)

You haven't even scheduled a medical exam yet or got the instructions and how to do that. The interview is the last thing to do. You need to get all your documents and medical exam first. You will get instructions on how to do all that. Or you can cheat the system and ask people how to do it in your country BEFORE you get the real instructions and hope they gave you the best advice

do we have to wait for those packet to come in mail or is it fine to schedule our interview after paying the ds-160? also for the evidence of approved I-129F do we just provide them our USCIS receipt number?

Do not wait for anything from the embassy for the Philippines.  You will not get anything except possibly an email saying your case is ready.  Everything there is driven by you.  Once the DS-160 payment receipt is valid (24-36 hours), you can start looking for an interview appointment.  Once you have the interview date, schedule medical exam for about a week prior to interview.  I-129f approval evidence is the NOA2 from USCIS.  It will say "Approval Notice" in the block to the right of the address block.  Below that, the first sentence in the text will say "The above petition has been approved."

This is not "cheating the system."  It is the normal and correct way to do things in the Philippines.  The packet others speak of generally never arrives from USEM, and even if it does, it will be months after you have completed the process.  It is not expected for you to wait for it, and it is not required at any point for you to complete the process.

The problem is she hasn't receive the physical letter of approval notice in mail. They only sent the approval notice to me here in the US. Will that be a problem with the embassy?

Only the petitioner receives the NOA2 from USCIS in the mail

You can make a copy of it and email it to the beneficiary for them to print and have.
