Timeline

Hi, if anyone with this experience or any knowledge and idea about it could help out

so my friend, from same country, filed i129f for her fiancé and has already gotten NOA2 and an email from NVC with case number, attached is some part of that email image.png.398300d4f26d05c6fa134ed706a4e30c.png

the case for my fiancé is not at this stage yet but i am sure i will get similar email if approved so my question is, once at that stage is it worth it if i email to inquire about US government assistance and wait for their response or just directly answer NVC about his case reassignment to another country? 

 

another question i have is so my friend doesn't have any income so of course no tax filed ever and her brother in-law here is sponsoring her fiancé so does she need to fill I-134 or only her brother in-law needs to fill that out??
