False I130 Approval?

Timeline

Back in April, I was caught up with the April 11th computer glitch and received a NOA2 of approval for the I-129F which was not real. On July 13, I was able to resolve with USCIS and the paperwork was transfered to the NVC. The NVC communicated that it was sent to Manila on 7/26.

In parallel, I received NOA2 approval in the mail dated July 12. However, the website has not been updated and customer service could not see the approval. They initiated a service request last week.

Questions -

I129F - How much time should I allow from transfer to the embassy and receiving notification?

130F - How long should I expect to address a service request? What is the notification process?

Other comments and recommendations?
