There is no deadline, per se. However, after 90 days you are subject to deportation so I would aim to file asap to avoid that risk.

 

If you marry after 90 days, the US citizen will also have to file I-130.

Also you want to file as soon as possible so the beneficiary can work and travel, get dl or state id, ssc, open bank account.
