Asked to undress completely for medical exam (Lahore, Pakistan) (IR1/CR1)

Timeline

One of my relative recently have her medical exam in Lahore. She was asked to take off her clothes completely.  She is her lower 30s and complete it. Is this a normal and one should be expected for it?

 

I had my medical exam for USA 10 years ago and can't recall that I asked to take off my clothes.

Undressing to underwear is normal. Women may need to take off their bra for the chest x-ray.

Yes, for sometime during examination they asked to take off underwear also. 
First asked her to wear gown, and then asked to take that off also during examination.
