IR2 Status for child but not spouse or other child

Hello,

 

Just an inquiry to see if anyone knows why one step child would show IR2 (17 yr old if that matters) and my wife and other child are showing CR1 and CR2 respectively. We will not have been married 2 years until May 12 of this year.

Timeline

The date that matters is when they enter with Immigrant Visas, they seem to mess them up.
