Petition is not eligible for further processing at this time"

My grandma (a US citizen) is trying to bring her son, grandson and daughter-in-law to the US.

 

I'm currently checking my uncle's status on the ceac.state.gov website with his NVC case number and invoice ID number.

 

When I got to the summary information page, it said this:

 

"Due to the numerical limitations on immigrant visa issuance prescribed by law, this petition is not eligible for further processing at this time.
The National Visa Center (NVC) will retain the petition until an immigrant visa becomes available. The NVC will notify the petitioner, principal applicant, or attorney of record when this petition is eligible for further processing. The principal applicant should not make any firm plans such as disposing of property, giving up jobs, or making travel arrangements at this time"

 

All the "Start Nows" under the IV Application section for all applicants are grayed out; they cannot be clicked on

 

Is this normal?

 

Please who does my uncle need to contact exactly for clarification on this issue?

 

Visa class is F31.

 

Priority date is August 7, 2013

You have to wait until a visa number is available. What country?
