What Statement from Divorced Father is Required to Allow Stepdaughter to Immigrate with her Mother?

Headline pretty much asks the question... My wife has a 13 yr old daughter and I filed an i130 for both. We are getting close to their interview and we wanted to know what is required, if anything, from her father to allow her to immigrate? Their country is Russia and we are interviewing in Bangkok.

It is usually sole custody or a letter from the other parent. It should be clear that he gives the mother permission to take (child's name DOB) to move to the US to live.
