Abandon permanent residence

my wife had to abondon permanenet residence from USA due to illness of sister in germany so we turned in green card with form I407 and received from uscis confirmation. we want to return APRIL-MAY OF 2025 will we have to start from front and will we have to start with immigrant visa thru frankfurt and will we have problems stateside entry. I am reitired Army and my wife has lived in USA over 25 years and we have kids, grandkids, great grandkids and family in Pennsylvania. What steps should i take?

Timeline

If you have exceptional circumstances, the consulate might allow you to process a new I-130 and visa through them.  You should contact them.  That will take a few months.  Otherwise, you have to start from scratch through USCIS...it will take about 18 months.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Yes we filed I 130 thru Frankfurt and was not enough for them so we turned in PRcard and I 407 form to USCIS and they confirmed Abandonment. I am just concerned about procedures from here.

Did you attempt to file a new I-130 DCF ( direct consular filing) through Frankfurt after the I-407 completed by USCIS? 
‘You need some qualifying circumstances ( review criteria first). 
 

If they already denied you for I-130 DCF , then just file the new I-130 online today

I don't see any exceptional circumstances which would allow for DCF.  You will need to file for consular processing.  I think your timeline is reasonable, and I wouldn't expect any issues returning.    You will want to make sure that you are all up to date on taxes.
