Hi. Why would YOU deal/contact with either DR or Finland? She is the one who will apply for the visa so she will be the one doing the application and contact etc. Nothing needed (or you can even do) from you.

US Citizen is not part of a B2 visa application for a foreign national. There is nobody to contact or do on your part. Your friend is the one who needs to qualify on her own merits.

Why would you need to contact either?  You have no part of anyone else's application for a B visa.
