Need Help! Green card for parents

Hello, I recently became US citizen and i want to petition for my mother and father to come to US.
The question i have is that, my grandmother who is also a US citizen has also filed for my father (her son) 5 year ago and is taking very long upto 10 years.
I would like to file for my parents so they can come sooner, Do i need to file a new form with new fees or can i transfer the existing form under my name. 
Just trying to inquire about my options because its very confusing for me? Thank you.

New I-130s, new fees, new category (IR-5).  You can't transfer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I agree, new I130’s, one for each parent and fees for both.  There is no need to do anything with the previous petition.
