I would think if the petition has made it to the interview stage, then they would deny at the interview. If things haven't reached the interview yet.. then you'll be informed by post i would imagine... but without getting to the interview stage its virtually back to square one.

hey guys i have a question ... when someone' visa gets denied ... do the embassy do this on the interview date or they send the refuse few days/ weeks later ??? so how does it work ????

In most cases the letter explaining why the visa is not yet or will not be granted is given at the interview. However, this can vary with the Consulate.

Facts are cheap...knowing how to use them is precious...

I have to say they can deny it at the embassy level or issue you AR/AP if they feel something needs to be investigated or your security checks have not finished and came back as clear. For Islamabad they will take a person and keep them in AR/AP and they call them back to the consulate, call the USC in the states, or will send them a letter stating that they are going to NOIR/NOID the case. NOIR or NOID is Notice of Intent to Revoke or Deny the petition.
