Does any think Mexico's Doctor will do anything right at this point. Find another embassy approved physician, Pay for a new physical, pay extra money, and only get done what's needed.

Whatever the finding was during the first medical (TB for example) will not "go away" by having a new one.  The consulate already has the results.

It would be VERY helpful if you could post the exact language of the 221G instead of just your interpretation of it. We might be able to figure out what it means.

I was going to say the same thing, OP should post the entire rejection letter (remove all personal info).
Also, what does the DS-3025 say? Was it marked complete? OP needs to check their copy just in case. It could've been missed.

All cases that I handled  the Consulate mentioned “incomplete “ because my clients TB tests were  positive or the STD tests were positive .They had to wait 6 months to repeat the exam.

I'm surprised the clinic didn't start sputum testing or prophylactic treatment.

Without further information about what was discussed at the medical, what the 221g letter said, and the answers to a couple things already asked here but not answered, anything anyone says will be mere speculation.  If I have to guess, I would agree with what others have said — there is something that they want to see followed up on in 6 months…a potential communicable disease issue, controlled substance use/abuse, or something else.  Have you discussed exactly what happened at the medical with your fiancée to help narrow down the issue(s)?b

Can you ask the clinic for a copy of the medical results to see what the issue is. I got a copy of the full medical exam/results (including x-ray results) sent to me from the clinic the same day they sent the original to the embassy. That would likely shed some light on what's going on.
