Crba and us passport in philippines

I have been trying to bring my niece to the US since last October. They did not care that my brother would not help.. they still needed all his stuff. My husband and I are going to be her legal guardians. The embassy won't talk to me. The last item we needed to get and send to them was delivered on 3/15. They told my nieces mom that they don't have it. And not to let me get plane tickets because after my niece gets her passport she needs to wait 6-8 months. I find that utterly ridiculous. Is this true? What can I do to speed things up? I wanted to bring her home at the beginning of April or before summer at the latest. She was out of s school all last year and needs to get back to her studies. 

 

Any help would be great! Thank you

It’s not really clear what you’re trying to do. On what basis are you trying to get her a US passport? Is your brother a US citizen?

I believe the OP is helping child obtain CRBA through child’s USC ( quasi dead beat dad …who also happens to be the brother of OP)

 

The embassy will not talk to you , but you can continue managing the case through child’s mother. 
You have done well so far , considering father refusal to help .  I would NOT keep flagging that sad fact to the embassy …because part of the process ( clearly spelled out on forms) is that US Citizen Parent takes an oath to SUPPORT and care for the child. 
‘You cannot switch roles …unless you formally adopt her .

Yes my brother is an american citizen by birth. We received notice that the CRBA has been sent to the embassy. The mom got a call last night stating that they had not gotten the document that was delivered a week ago. I emailed them the receipt with tracking number and copy of the form when I mailed it. They told the mom that it will take 6-8 weeks to get the passport once they finish the paperwork. So it looks like I won't be able to get her until May or June.
