Can parents apply for tourist visa to attend my graduation while their green card application is ongoing?

Hi! 
I applied for my parents I-130 about 2 years ago and had to submit form I-824 last year. I dont have any updates since then and dont know how much longer we need to wait. 

I’m graduating in May 2025 and my parents want to attend my graduation ceremony. Would it be ok if they apply for B1/B2 / tourist visa while their green card process is happening simultaneously? I’m asking now because visa appointments in Pakistan take up to 1 - 1.5 year. Should we skip tourist visa all together and not complicate processes? Any guidance would be much appreciated!

What strong ties to they have to return? A pending immigration intent shows they want to settle here. Worth a try but wouldn't count on it

Good food for thought. Father has work but mother is a stay-at-home mom.

They have already shown immigrant intent.  That is going to be difficult to overcome for a tourist visa.
