Urgent! Please help! I-751 Petition file in the USA and then join Husband on orders in Germany!

My husband and I are currently stationed statesides. He just got an assignment to Germany to leave end of August. The earliest date to remove my condition is 9/23/24. I would like to stay in the US until November, work and finish things up until I head to Germany. Can I submit my I-757 Petition in the US, and later change my address with USCIS to the APO address? I know that I can file also for naturalisation, but I am EU Resident and currently not wanting a citizenship.
