Joint sponsor taxed and untaxed income RFE

Hi there, my husband is USC working abroad for the past 10 years. Therefore, we need to find a joint sponsor for our GC application.

 

Our joint sponsor has 5 kids so his taxed income didn't meet the requirement. However, he is in the US air force and got all sorts of military benefits including housing allowance, food allowances etc...). All these untaxed income has shown on his pay stubs which we have also submitted to the NVC along with his tax transcript. With taxed and untaxed income he is making well above the poverty line.

 

We still got an RFE stating that his total income is not sufficient and asking us to bring the other joint sponsor's documents or additional supporting documents for our current joint sponsor to the interview.

 

My questions is, do we need to submit additional documents to the NVC before they schedule us for an interview and do we really need to find another joint sponsor and bring the documents to the interview or is our joint sponsor's income enough and just let the consular office determine the totality of our situation?

In what you are calling an RFE, do you see the words "may" and "Consular Officer will decide"?  What exactly was the wording?

The income reported as stated on form I-864, I-864A is insufficient to overcome the public charge grounds of inadmissibility for visa issuance. To avoid delays, an additional Affidavit of Support Form I-864 from a joint sponsor may be submitted. A consular officer will decide if you meet these requirements at the time of the interview. Note: You, as the sponsor, and any other sponsors household members and joint sponsors, must provide updated or additional evidence for the applicant to present at the time of their interview such as: * Other income * Assets * Proof of current employment Note: You submitted documentation to the National Visa Center through the Consular Electronic Application Center CEAC. You can continue to upload documents to CEAC up until the date of your visa interview.

 

Above are the exact wording, it seems pretty clear that we will have to bring all the documents to the interview and let the consular officer evaluate. However, i'm not sure if they are requesting for additional joint sponsor because my current joint sponsor does not qualify or they're only asking me to prepare a back up joint sponsor just in case. 

 

We do have another joint sponsor who is available, but we didn't choose to use him because he only meets the income requirement last year and this concurrent year, instead of all the past three years as it seems to be requested. Is it possible to also use him as a back up to bring to the interview, as i've read that current income is what really matters.
