Is parent eligible for I-601 after drug conviction that occurred 20 years ago?

cool. Maybe have that documentation ready in case the consulate requests it. I’m sure you could consult with a lawyer to see if you have a chance. If moving to the US is really something you are serious about I would file ASAP as fees are about to increase soon.

Timeline

I do not understand why you do not know the charge, what drug was involved, presumably you know the sentence, you also need to know what the maximum sentence could have been, we seem to be be dealing with a Class A, not Mary Jane. 

 

So there are 4 scenarios

 

1. Do not bother applying

2. Needs a QR to file a waiver.

3. Delay the process by a year

4. No issue all is good

 

Nothing has been mentioned that implies 1 but where we are with the others I do not know.

 

No point seeing a Lawyer before you have the facts.
