CEAC case status confusing

Hi all.  My fiance had her interview in Guangzhou on 1/24 but was refused with 221 (g) form requesting she submit my certified divorce paper along with her passport.

 

Those documents were delivered to the embassy via CITIC bank about 10 days ago.  I check the CEAC case status website daily.

The status has remained "Refused" with the last update showing 1/24. 

 

This morning the site is acting strange.   If I check on a computer, it still says refused and 1/24, but if I check on my phone, it now says "at NVC".

We are so eager for her to get her visa.  I'm really confused why the phone and the computer show different status.
