My partner (Filipino) and I (LPR) is planning to get married this year through Utah County online marriage since same-sex marriage isn't recognized in her country. Is it possible that I can petition her?

Congrats! Yes, same sex marriages are recognised for US immigration purposes. Just be aware that it'll be quite a wait, as spouses of LPR's aren't immediate relatives - when are you eligible to apply for citizenship?

Thanks! After 5 years, I just got here last year. Is the processing will take years to be approved?  If that so, should I wait to become a citizen and petition my partner? Since I read somewhere that spouse visa if married to an usc is faster for approval than LPR, right?

You can upgrade when you naturalise hopefully it will not be needed, you need to meet after you marry before you can file.

Is it required to meet after the marriage even if we met before? Since I also grew up in the Philippines and we’ve spent a year there and we’ve been together for almost 2 years.

Yes, before filing, you need to consummate the marriage [being in the same physical location after the marriage, nothing else is required].

Is there a timeframe for that after the marriage? we’re planning to get married this June, and I might go back to the Philippines on 2025. I guess we’ll have to wait a year to be together in the same country.

Just be aware that they means you won't be able to file until 2025. I would suggest meeting sooner after the wedding if at all possible. That way you can get the ball rolling.
