I'm filling out the app. It says not to show a name change unless we have court records of the change. She wants to use my last name. Is there a court to go to that she can change her? Are the wedding records in her province good enough for the US paperwork. What name should she use for her passport.

If it's Philippines then all she needs to do is change her name in her Philippine passport to the one she wants.  The PSA marriage certificate is all the legal proof she needs even though the name change is not explicitly stated.  It will be way cheaper and easier to do it at some point before her visa interview.

  • May 14, 2021: Submit Civil Docs for Stepdaughter
  • May 21, 2021: Submit Civil Docs for Wife
  • June 25, 2021: NVC review for Stepdaughter, RFE submit additional Doc
  • July 08, 2021: Wife Documentarily Qualified by NVC
  • August 31, 2021: Stepdaughter Documentarily Qualified by NVC
  • September 15, 2021: Received Interview Date from NVC, October 05, 2021
  • September 22, 2021: Passed physicals at Saint Luke's Extension Clinic
  • October 05, 2021: Interview at US Embassy Manila. Verbally approved by US Consul. Positive interview experience.
  • October 05, 2021: CEAC status changed to "Issued"
  • October 07, 2021: Passports tracking for delivery on 2GO Courier website
  • October 08, 2021: Passports with visas delivered.  "Visas on hand"
  • October 08, 2021: Paid Immigrant Fee
  • October 12, 2021: Temporary CFO Certificates Received
  • October 26, 2021 POE arrival at LAX
  • November 02, 2021 Social Security Cards arrive in mail
  • January 31, 2022: USCIS Status changed to "Card Is Being Produced"
  • February 04, 2022: USCIS Status changed to "Card Was Mailed To Me"
  • February 07, 2022: Green cards received.

The above is correct.  You can file the petition in the married name now if you want, and she can complete the name change and get the new passport during the process.  Do  you have the PSA marriage certificate already?

"The marriage certificate" is not what I said.  I said "the PSA Marriage Certificate".  Local registry certificate is not enough to use for passport or to get the I-130 approved.  Details matter in this entire process.

See bold above.  No, it does NOT say that.  You are adding an interpretation.  If a name was changed by a court, sure include the records. If it's by marriage, you include the marriage certificate.
