This is my understanding:

 

You may apply up to 90 days before your third anniversary of becoming a permanent resident (resident since date on GC) if you have been married continuously to same US citizen for 3+ years. Plus, you must have lived at least 3 months in the same USCIS district. 

That is my understanding as well.

Updates as of now: 

 

Feb 16: Mailed I-751

Feb 20: Delivered

Feb 26: Text received

Feb 27: Check cashed-out

Feb 28: Status changed to Actively Reviewed

Feb 28: Biometrics reused, and extension forms are available online

 

Looks like I got assigned to Vermont Service Center. So far so good. :)

I am unlucky, I got assigned Texas Service Center which seems to have higher processing time 😕 

Removal of Conditions (I-751)
2/17/24: I-751 packet shipped via FedEx

2/20/24: I-751 packet delivered

2/22/24: Receipt Number available on USCIS Portal

2/27/24: Extension Letter Available Online, Biometric Re-use letter, "Case is being actively reviewed"

We received a text message on Feb 29th. A copy of part of the documentation we sent was added to the portal the same day. A couple of the pages they scanned in are nearly unreadable so I'm wondering whether to upload a fresh copy of just those two pages because the digital scan is so bad. The printed copies we sent were legible. 

 

March 2nd status was changed to actively reviewed, biometrics reused, and an extension letter has been sent.
