Complete DS-160 now or later?

We just got the email from NVC that our case is on the way to the embassy in Bogotá. Can my fiancée go ahead and complete DS-160 now? The link on the letter provided by NVC says to complete DS-160, but the supplementary information for Bogotá on the same website states to not attempt to schedule the interview until the beneficiary has received instructions from the embassy. Can you fill out DS-160 then schedule the interview at a later date, or is it best to wait until getting contact from the embassy before proceeding with anything?

Yes, you can prepare the DS160 and not schedule an interview
