I received an e-notification via text from USICS about I-129F on Nov 30th, 2023.
But I still haven't received the official NOA1 by mail.

Is this normal?
Is the e-notification is an unofficial version of NOA1?

yeah, pretty typical. I never got my noa1. I got a text message within a week.
If you never get it, keep checking their website with your receipt number.
When they receive it back from usps (if you don't get it that is) you'll have to go online and request they send it to you again.
When you call in to make sure you've done everything, just say "infopass" to talk to someone. I called in before and after to make sure I did everything right.
This is exactly what happened to me. Apr 17 noa1 date but didn't get it until November because the post office returned it. Only way I found out was from the text message thank goodness.
If you don't request they resend it to you, they will think the application is dead and destroy it.

Thank you for the info.
I called them, the NOA1 was sent on Nov 29th.
I am requesting a re-send now and hopefully getting it soon.

Thank you very much! This makes me less worry about it lol
