1.  The I-864 is required at the NVC stage after I-130 approval.

2.  Perfectly fine.  Some people prefer to file via paper to avoid any glitches.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You can certainly file for your Parent.

Step brother will be filed for by your Parent when they get here.

I 864 come later.

Personal preference as to whether you file paper or on line.

what do you mean step brother will be filed for by parent? step brother is brother, isn't it?
are you saying i can not file for him directly? he is under 18 years

please be 100% sure of what you saying before saying it

Do you share a parent?

Apart from anything else it is much quicker when the Parent files for a child than a sibling assuming you are blood related. If you do share a parent than you can also file. Good insurance.

It would take more than 15 years for a brother or sister to enter the US through you regardless of age.  It would be faster if the parent files for brother after entering the US.

You certainly can (and should as an insurance) but it’ll be much much longer than your parent petitioning them once they become an LPR. Your STEP-brother, even if a minor, cannot be a derivative/added to your parent’s petition because IR5 category (parent of a US citizen) does not allow derivatives.

I certainly can and did

not your parents' son, but the son of a person that one of your parents has married

It does not mean you share a parent by blood.

And did I say anything about not being able to file for a step brother….? My point still stands. There, I even edited my previous post for you.

I am not sure how you work that one out but yes you can file for a half brother.

And I would recommend you do so, you never know .

100% not true.  Parent filing for your brother would be much, much faster.
