I find it hard to believe he failed the test a full 3 months after the last time he smoked. It doesn't sound like he's being honest with you.

You also have to have special permission to stay on the island, which pretty much just means you need to give them a lot of money. If money was not an issue then we could make it happen. But right now, at this point in my life, I just don't think it's the best option for my children. It's not an easy decision but it is swayed by our lack of finances. 

As the biggest stakeholder in all of this, it is his sole responsibility to comply with the terms of US immigrant visas if he wants to live here.   Just passively waiting a year and expecting it to “all work out” seems naive at best.  
 

You may want to look at relocating both of you to a different part of Columbia if you want your family to be reunited.   I don’t foresee a different outcome a year from now.

What Family (who is one of the kinder VJ members, in fact) is saying is that the consulate will not spoon-feed you the requirements to overcome this inadmissibility.   Why?  Well, because honestly that is not their job.
 

If he really does want to immigrate to the U.S., it is  100% your husband’s responsibility to figure out his next step by contacting the clinic where he had the medical exam.  


Neither the clinic nor the United States consulate will be proactive about it- it’s entirely up to the applicant.
 

I'm sure it’s frustrating for you to be trying to do this on his behalf, but really he needs to step up and take an active role in this, since it is entirely down to his choices.

Thank you everyone who took the time to help explain everything to me. I agree that taking a drug test after being clean for 3 months sounds suspicious. I've never caught him in a lie so I don't know what to believe. I guess we have been naive to believe the government would explain what we need to do and there would be some kind of checklist. We will keep pestering the medical office. We will look into getting him drug tested throughout the next year. Without an Internet connection drug rehab will be difficult to find but we will look into it that as well. Again, thank you for your advice and hopefully this will all lead to my kids having their father in 2025.

Correct.  However, OP said "He's been a heavy user for over half his life so it's been difficult for him to stop."   I don't expect quitting will be easy for him.  A year is a long time to stay clean without a lot of support.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
