I am the petitioner. I am a US citizen. Beneficiary are my sister and her single daughter

Ok, are they inside or outside the U.S.?  Since this is an F4, I doubt they were doing AOS, so maybe there was a mistake on the I130.

They are in Vietnam.

I had my daughter-in-law filled out the I-130 petition. I think there was a mistake on the petition form too.

What should we do now? Fill out I-824 to request USCIS to send the visa petition to NVC?

Hard to say since this was an F4.  I130’s at NVC can be kept open indefinitely as long as they are touched once a year at NVC, but I am not sure of those that are collecting dust at USCIS.
