I-797 didn't mention of sending petition to NVC

We received this I-797 in 2014 and have been waiting since. Carefully reading this notice make me think that we need to complete I-824 for USCIS to send the petition to NVC.

Has anyone seen similar notice and what is the course of action? Do we file form I-824 or just keep waiting?

Are you the petitioner?  If so, are you a US citizen?  What is your relationship to the beneficiary?

I am the petitioner. I am a US citizen. Beneficiary are my sister and her single daughter

Not a typo. Notice date is September 10, 2014.

Ok, are they inside or outside the U.S.?  Since this is an F4, I doubt they were doing AOS, so maybe there was a mistake on the I130.

They are in Vietnam.

I had my daughter-in-law filled out the I-130 petition. I think there was a mistake on the petition form too.

What should we do now? Fill out I-824 to request USCIS to send the visa petition to NVC?

Will the case still be open after a decade though? I thought there was a year deadline before they were closed, or does that not matter as there still won’t be a visa available for a long time?

Hard to say since this was an F4.  I130’s at NVC can be kept open indefinitely as long as they are touched once a year at NVC, but I am not sure of those that are collecting dust at USCIS.
