Try contact State Senators or representatives. It took 15 months for my wife to get I-751 approved. We had to get a State Senator (not TX though, we were not in TX at the time) step in and filed a request for expedited process through his office in the 15th month. Magically, after 3 days we received the notice that expedition was granted and after 2 more days, case was approved.

To answer your second question: Yes, you can travel internationally with a pending N-400. Make sure to have your valid green card or i-551 stamp

Congratulations! That is how I told Houston is processing filer on 03/2020. April 2020 filer is next.

I got N-400 data from Houston office. Unbelievable they received a lot of applications while no process during lockdown. Right now pending N-400 is over 60,000. That is why they are taking a long time to process our application. I assume that each month they could process 3000 applications so it took more than 15 months to process 60K.
