Its only for my wife - i am a USC.  

My wife obtain her Green Card through me with the 3 year time frame.  We got married in 2012 but just decided to apply for her citizenship Jan 18.

Day 11/14 Mailed AOS Package

Day 11/16 AOS Package Accepted

Day 11/20 Received Text with receipt numbers

Day 11/21 Checks cashed

Day 11/26 -Letter for Biometrix - its on 12/20

Day 12/20/ went to do biometrics, turn away as wife has a cut on thumb - will try to walk in next week

Day 12/28 - bio metrics done ! - walked in San Diego as we were visiting my in laws.

Day 1/4/2013 - received text/email that case is ready to be scheduled for interview !

Day 1/15/2013 - received hard copy letter to let us know interview is on 2/12 !

Day 1/17/2013 - received text/email that EAD has been approved

Day 1/26/2013 - received EAD card

Day 2/12 - interview done - approved on spot!

I’m a paper filer with an IOE and I got an approved expedite request. No news still.

Below are some of the notes I copied from the report:

 

OFFICE OF INSPECTOR GENERAL conducted this performance audit between December 2016 and April 2017.

The Computer Linked Application Information Management System (CLAIMS 4) was the primary system used to process naturalization applications until April 2016 when the agency deployed N-400 processing via the Electronic Information System (ELIS).

 

ELIS capabilities deployed did not include critical functionality necessary for end-to-end Form N-400 processing. ELIS repeatedly experienced outages and did not always perform as intended. Also, USCIS did not ensure field personnel were adequately trained to use the new system capabilities prior to deployment.

 

ELIS introduced naturalization processing inefficiencies as backlogs increased by more than 60 percent and processing times nearly doubled. Moreover, interviews and ceremonies for at least 10,000 naturalization applicants were canceled, and more than 200 individuals became citizens without proper background checks

 

Nearly 250,000 cases were entered into ELIS following its deployment for N-400 processing in April 2016. However, when ELIS was suspended from accepting new cases in August 2016, there were still more than 240,000 N-400 cases in ELIS that needed to be completed. At the conclusion of our fieldwork in April 2017, more than 50 percent (nearly 148,000) were still pending completion in ELIS — a full year after deployment of Form N-400 processing capability.

 

Following the April 13, 2016 “Go-Live” date, nearly 50 percent (19 of 35) of planned end-user tests from April 19, 2016, to December 22, 2016, were canceled due to time constraints. The extensive cancelations reduced opportunities for users to participate in the testing. OTC officials said that the tests were carried out by a select number of Immigration Services Officers, power users, and field office personnel, some of whom had also been involved with system requirements or development efforts. The tests completed were helpful in uncovering over 69 software defects.

 

Architectural complexity has been a long-standing issue with ELIS, dating back to the original ELIS deployment in 2012. In March 2012, as part of their oversight activities, the Office of Management and Budget and the DHS Office of the CIO raised significant concerns regarding ELIS’ architectural complexity, given that the first iteration of the system entailed integration with 29 different commercial-off-the-shelf software products. USCIS agreed that the ELIS system architecture was not scalable, sustainable, or flexible and did not meet departmental requirements. To address this problem, the Transformation Program began an effort in September 2012 to design and build a more modern ELIS architecture, initially known as ELIS 2 but now just called ELIS. Despite these efforts, ELIS’ design remains difficult to expand or maintain and developers have difficulties integrating new product lines, such as N-400 processing, into ELIS.

 

Given the widespread problems encountered in developing and deploying ELIS, USCIS has not yet fully realized the benefits expected from transforming its paper-based operations into an automated system. Despite its goals to increase efficiency, customer service, and security, evolving use of ELIS has resulted in additional workloads, more processing time, and greater security risks as new product lines are added and deployed. ELIS performance has not been the only difficulty encountered. As the Transformation Program has evolved to meet new priorities, ELIS costs have exponentially increased and scheduled system milestones have repeatedly been breached. USCIS recently undertook efforts to address these challenges; however, only time will tell whether these efforts will ultimately be effective in delivering needed ELIS capability and realizing intended benefits of transformation.

 

USCIS has not met its goal of ensuring operational efficiency and reducing backlogs in Form N-400 processing through the use of ELIS. Rather, we found that ELIS had slowed N-400 processing, resulting in the largest case backlog in more than 5 years. To illustrate, USCIS issued approximately 8,000 naturalization certificates through ELIS per month from April 2016 to April 2017. This volume was equivalent to the number of naturalization certificates issued through the legacy CLAIMS 4 in just 4 days.

personnel at the NBC said the time they required to prepare each case for an interview increased by 70 percent, from 63 days in CLAIMS 4 to 108 days in ELIS as of February 2017. Consequently, the number of cases prepared for interview each month dropped by more than 50 percent following the transition to ELIS in July 2016. According to our analysis of USCIS documentation, average processing time from application submission to applicant interview increased 100 percent, from 105 to 210 days.

The adverse impact of ELIS N-400 processing deployment was evident in recent agency-wide performance results, which indicated a precipitous drop in naturalization approvals and a spike in the number of pending cases. In April 2017, USCIS reported a backlog of 632,937 cases from the first quarter of FY 2017, an increase of roughly 60 percent from the first quarter of FY 2016.30 It should be noted that there was a 28 percent increase of N-400 receipts during this same time. By contrast, when using CLAIMS 4, the backlog only increased 2 percent from the first quarter of FY 2015 to the first quarter of FY 2016

Despite its goals to increase efficiency, customer service, and security, evolving use of ELIS has resulted in additional workloads, more processing time, and greater security risks as new product lines are added and deployed. ELIS performance has not been the only difficulty encountered. As the Transformation Program has evolved to meet new priorities, ELIS costs have exponentially increased and scheduled system milestones have repeatedly been breached. USCIS recently undertook efforts to address these challenges; however, only time will tell whether these efforts will ultimately be effective in delivering needed ELIS capability and realizing intended benefits of transformation.

 

USCIS has not met its goal of ensuring operational efficiency and reducing backlogs in Form N-400 processing through the use of ELIS. Rather, we found that ELIS had slowed N-400 processing, resulting in the largest case backlog in more than 5 years. To illustrate, USCIS issued approximately 8,000 naturalization certificates through ELIS per month from April 2016 to April 2017. This volume was equivalent to the number of naturalization certificates issued through the legacy CLAIMS 4 in just 4 days.

personnel at the NBC said the time they required to prepare each case for an interview increased by 70 percent, from 63 days in CLAIMS 4 to 108 days in ELIS as of February 2017. Consequently, the number of cases prepared for interview each month dropped by more than 50 percent following the transition to ELIS in July 2016. According to our analysis of USCIS documentation, average processing time from application submission to applicant interview increased 100 percent, from 105 to 210 days.

The adverse impact of ELIS N-400 processing deployment was evident in recent agency-wide performance results, which indicated a precipitous drop in naturalization approvals and a spike in the number of pending cases. In April 2017, USCIS reported a backlog of 632,937 cases from the first quarter of FY 2017, an increase of roughly 60 percent from the first quarter of FY 2016.30 It should be noted that there was a 28 percent increase of N-400 receipts during this same time. By contrast, when using CLAIMS 4, the backlog only increased 2 percent from the first quarter of FY 2015 to the first quarter of FY 2016

Yes that is true. However, things don't get sorted out over night. A look at USCIS case backlog across major FOs shows a significant backlog buildup since late 2016, which is yet to reverse. This is - as the document explains - due to a combination of significantly higher application volumes occuring just as a major IT transformation was being (badly) put in place.

 

Every new application hits offices that are already backlogged. As a result, while procedural and operating concerns with the Transformation project (i.e. the new myaccount system as opposed to the original ELIS page) have gotten better, there's still a bunch of backlogged applications subject to re-scanning, re-checks, and other work, all of which takes away officers from the task of adjudicating newer pending applications. Therefore, applications filed online under the newest system might tend to benefit because it skips the workload imposed upon the accumulated backlog , due to the poorly handled process. 

 

This is all rather unfortunate for those who filed on paper in most of 2017, or filed online on the old ELIS system rather than the new one. These people are impacted by all manner of minor headaches that affect even something as basic as the ability to upload their supporting paper documentation into the system. 

 

Another curious thing is the new processing time range . Let's take my FO - Sacramento. Its range is 9.5-13 months. 50% of the applications are processed in 9.5 months, 93% in 13 months. So far so good - lines up with my original ECD of 11 months. Thinking of the range more, lets imagine there are 100 new cases submitted. 50 of them are done within 9.5 months. 43 more of them within another 4 months. This tells you that the FO is processing a backlog and tends to approximately start completing this batch of cases in about 5 months (9.5 minus (13-9.5)), assuming they spread out the work. 

 

Now look at another FO like Dallas. The 15.5 - 19.5 range suggests some folks will start seeing completions approximately 15.5 - (19.5-15.5) months out, i.e. in under a year from their PD . About 50% of cases should be done in between 11.5-15.5 months, probably with recent 'clean' IOE cases getting the best chance of doing so.

I can confirm @watashi 's logic here.

If you take our Houston FO, it is currently reporting processing 50% of received cases within 15.5 months and another 43% in another 4 months (19.5 - 15.5). I have seen few online cases that got processed in 3-4 months period. These fast track cases are a proof that Houston FO can finish cases in 3-4 months period if it ignores the $35K last reported backlog of cases.

Hi all,

My priority date is 12/08/2017 , NOA received on 12/12/2017 with an (paper filed) IOE receipt number at the Houston FO. Biometrics were done on 01/04/2018. I know there is still a long waiting time, but I still periodically check online for my status. I manually added my case number to my online account. Should I be concerned that there is no progress posted on the online status outside of saying that they received my application. I've heard people telling me not to worry about online statuses but it seems like most people at least get a notification for their fingerprint appointment/biometrics received notice.

 

I might just be overthinking this, but I did not want to take any chances with how long everything is already taking. Anyway good luck to all, I'm thankful for this community!

You are fine. The left screenshot is exactly what I have. This is normal. What is it saying under that in the "Case History" and the "Next Steps" sections.

The right screenshot is not updated about biometrics yet, but I would not worry about it. You can always call the 800 number and ask them if you think there is something wrong with your account.
