The Department of State does not process or produce Green cards.  Did you pay the $220 immigrant fee?  You need to deal with USCIS.

I've connected  the uscis and they told me to connect the Department Of State does any one know how to connect them ?

If you've paid the IV fee, then what does the online status say for that? If it's been mailed, have you checked the tracking? If it doesn't say it's been mailed, there's something wrong at this point.

You can report non receipt here - https://egov.uscis.gov/e-request/displayNDCForm.do?entryPoint=init&sroPageType=ndc

On July 20, 2023, we received your USCIS Immigrant fee payment for your Permanent Resident Card related to your immigrant visa. We will be processing the request for production of your Permanent Resident Card. You should receive your Permanent Resident Card within 90 days of your entry into the United States or within 90 days after your USCIS Immigrant Fee payment is received. If you do not receive your Permanent Resident Card, contact the USCIS Contact Center at www.uscis.gov/contactcenter. Definitely an issue then, as it says on that you should have received it within 90 days. Fill in the form I've linked to above and that should give you some info.

I also entered in July with my family, 3 of us received our GC's in Sept but my daughter's never turned up. I filled in the form and it turned out she needed to redo her photo so I had to take her to our local service centre. Once that was done her GC then arrived within 2 weeks.
