As @Lil bear stated, it is possible they would reuse biometrics from your wife’s and step-daughter’s AOS for the ROC and/or the REP, but it is not guaranteed.  The point is they will need to remain in the U.S. after submitting the I131 until the biometrics for that application is fulfilled.  Hopefully that will just be 2-4 weeks after submitting the I131, and if they are called for biometrics for both, they can take both notices to the office and hopefully USCIS will do them both at the same time.

Quite a few moving parts to this.  Do you and your wife plan to stay in India for 2-3 years?  This plan will work for the two of you, but your step-daughter will have a much more difficult time.  Norm
