We're you a USC when you petitioned for her back in 2011?

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

2007, so another 6 or 7 years until her Priority Date is current would be my guess.

Another question is that my sister's elder daughter age is 16 years,if it takes 6 or 7 years more then her age will be more than 21 years old. My question is that how  she can be secured from aging out

As per your previous thread asking the same question, she’s still got several years to go. Your BIL needs to keep an eye on the Visa Bulletin (released monthly) to see if it changes or when it moves forward. It has only moved forward by a month since you asked in May, so he needs to be aware it could take a lot longer.

It will depend on country, but assuming Pakistan like your profile says, you’re probably looking at another 6-10 years.
