Can I file I 130 for my adopted daughter Wes adopted after her 16 birthday but before her 18 birthday if I have custody of her younger  siblings who is 10 years old

I have accrued the 2 years before adoption , my fear is the adoption was finalized after her 16 birthday. She has a younger brother 10 years of age whom I am planning to adopt as well but for now I just have custody of him . So can I go ahead and file I 130 for her??

Seems like there is an exception to that if you are adopting a biological sibling of the child that is over 16 who is under 16.
