Which Visa is Best while we wait for our I-130? (US citizen immigration through marriage both living in Canada)

I believe you said you are already married in Canada, the only option you have is the CR1 and the process will take give or take 18 months.

Unless the I-601 is required....then it will take quite a bit longer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Be aware, Canada in the past has had some strict rules around domicile and expected the USC to move back to the US before they will issue the immigrant visa to the Canadian beneficiary. 
I would stay abreast of changing requirements and follow this thread and the Canadian forum 

DCF would have been your best option to move quickly to the US if you (the USC) had received job offer with short notice relocation.
 

However, your intention to apply for vaccination waiver complicates matter as the waiver takes around a year or more to approve. This poster submitted vaccination waiver BEFORE interview and it was approved January 2023 but they were not informed until later through inquiry.

I believe only 3 visas were issued in 2019.

It's hard to get statistics on what chance it will or will not do something because it's all anecdotal and no-one but USCIS workers really know what it takes for the random quick processing times.

The i-129F is free to file once you've filed an i-130

Most people who file the K-3 aren't actually seeking for them to be approved. It's actually more expensive entering through the K-3 and doing adjustment of status compared to the CR-1. People apply for it for the chance to speed up their i-130s.

I think the last one I saw was a bit less and of course like anything they do vary and that is how long they have taken, what the future brings well....

I actually read it, I would mention that a reputable lawyer will put their advice in writing and refer to the appropriate regulation.
