Hello,
I was accepted as a Research Scholar under the sponsorship of one university in USA and received my J1 visa,

After I received my J1 visa from the embassy, I received a response from another University and they accepted me as a Research Scholar, Also. In terms of my career, I want to choose second University and start there as a Research Scholar.

I am currently in my home country and the program will not start yet.

 In this situation;
1) Would it be more appropriate to cancel or transfer my previous DS-2019 form?
2) What process should I follow in terms of J1 visa?
3) Do I need to apply for the J1 visa again, complete the same procedures and get an interview date for the new visa, or is it enough to send you the new DS-2019 form and my passport by mail?

You need a new DS-2019 and a new J-1 visa.

For the university you have J-1 visa for, hopefully you have notified them you won't be coming so they can close out your DS-2019 so it's not causing you issues with the new university.

1) Would it be more appropriate to cancel or transfer my previous DS-2019 form? Notify your original employer, they will cancel your J-1 (likely "end early"), and the new employer needs to submit a new DS2019 for you and you will need to interview again etc. Since you are not "active" in their SEVIS system, they cannot transfer. (Source: I do the immigration for a US employer, same category).
2) What process should I follow in terms of J1 visa? Back to step one.
3) Do I need to apply for the J1 visa again, complete the same procedures and get an interview date for the new visa, or is it enough to send you the new DS-2019 form and my passport by mail? yes.
