In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

My husband’s in Ghana ….How can that issue be fixed to change it from me the spouse petition for my husband to come to the United States Is there a way to correct it even if the case is marked closed

You don't need to worry about it being closed, it's only closed as it's been approved. But unfortunately it seems the reason the application hasn't moved to NVC yet for final processing there is that you filled in the I-130 incorrectly and didn't tell them you wanted consular processing. As the screenshot you've posted above says, you now need to file the I-824 to tell them to process it at NVC/the consulate in Ghana.

You'll have to pay and submit an I-824 to move the I-130 from USCIS to NVC.  Unfortunately, that will delay the case for months....maybe a year.

We have filled out the I-824 but need to know if it’s correct and how much is that fee to process the form. Is there a way they can waive the fee

The fee is $465. I'd strongly recommend you download the form instructions. https://www.uscis.gov/sites/default/files/document/forms/i-824instr.pdf

 

I don't think I-824 is eligible for a fee waiver, as it's correcting a mistake you made, but you can double check on the I-912 criteria. https://www.uscis.gov/i-912

I think you should hire professional help / lawyer to help you with the rest of the case.

We can point you to the right direction, like strongly suggesting reading the I824 form and instructions where it tells you which form and edition you have to file, but we can’t read it for you or fill it up for you. You will have to put in a lot of work and research on your own if you’re unable to hire a professional.
