Submitted i-601 vaccine waiver and never heard back?

Hi, my mother and I both were interviewed at Montreal consulate and she was approved while I was instructed to submit waiver for vaccination. It has been about a year since I have done so and paid fees but I never heard back. When I try to check my status on CEAC it just says "refused" and it has said this since the interview. Never updated or acknowledged my i-601. Any advice on how to check my status of i-601?

Did you receive your receipt/notice of action when you submitted your 601 application? If so, use the receipt number to check your status.

Hi did you apply for an expedite? Have you received a notice from USCIS that they received your application?
