Hello Everybody, So my friend's mom filed for her son when he was under 18 and has gone through medicals, interviews and everything. They even took his passport and has had it since last December with no real update. Every time they inquire they get no response or try again in 90 days.

What can be done here? how can they push this?

He’s in AP, perfectly normal and no way of expediting it I’m afraid. They can ask for the passport to be returned if he needs to travel though. 
 

She can also look at filing a Writ of Mandamus to force a decision.

They can email embassy. Write 2nd notice and visa category with KNG number  in subject line. Ask when will this category be issued as he has interviewed and potentially aging out soon. See what their response is then. After that she will need to contact her. Congressman. 
 

it is not uncommon for older kids to be scrutinized like adults
