Still go to CRBA appointment?

I have an appt with the consulate in Toronto to apply for a CRBA for my daughter. 

 

We are waiting for her dad's passport to come from the US and it may not be here before the appt time. We are hopeful but not 100% sure.

 

I asked the consulate if we should cancel the appt if we don't have his passport(we have everything else but no original ID for dad) and they said don't cancel it because you can submit documents later.

 

The issue is that I am in London and don't drive. Ive had to borrow money to stay in a hotel in Toronto overnight and take a bus there and back. It isn't simple to get to the appt. 

 

My question is, how would we submit his original ID later if we don't have it for the appt time? Do we have to come all the way back to Toronto to do it? Do they submit the application without the ID and we just update it? Or do they wait to do anything until we provide it?

 

If that is the case then wouldn't it be better to just reschedule the appt and do it all at once(only one trip)? 

 

Part of the issue is that my daughter is daughter is travelling on Dec. 2nd so we wanted to have an emergency US passport and CRBA for her. She also needs to be here in Canada to go to the CRBA appt with me.
