Indian Police check as foreign national rejected at NVC processing

Hi

I was an Indian citizen but I surrendered my Indian citizenship and got Australian citizenship now. My wife is a US citizen. She applied my partner visa. Now the process is at NVC. I uploaded all the required documents along with Indian Police check. Today I got a mail from NVC about rejection of my Indian PCC. When I checked in document finder tab it says that PCC must have a photograph but the one which I got from Indian authority doesn't have. I called the issuing authority and they said we don't attach photographs on PCC as foreign national. Please advise me what should I do? If someone else went through this please reply.

Are you still residing in India?  If not, upload a letter to CEAC, stating that the expected format for Indian police certificates is not available for foreign nationals not residing in India.  Include a screenshot of the DOS Reciprocity page for India, highlighting this line from https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/India.html -- "Police certificates are only available for Indian nationals and non-Indian nationals currently living in India. Indian police certificates are not available for foreign (non-Indian) nationals applying outside India."

Thank you so much for the advise. I wrote an explanation letter to NVC and also attached my Indian passport surrender certificate. My case is documentarily qualified. Now just waiting for interview. Thank you again.
