Police cert in Jordan

I submitted the documents for ds 260 for my spouse who is Jordanian but has been living in Turkey for 2016. We are waiting for an interview in Ankara. 
We were able to obtain the police certificate for Turkey showing no issues. 
I have indicated the document is unavailable and may be attainable at a later time.
however going through the online portal for Jordan was unsuccessful AND my wife physically asked at the Jordanian embassy in Ankara to get the certificate. They said at the embassy you must only take it online. 
 

my wife owes money (something like 8-12 k dollars) in her country that her bank says is from a loan from years ago. She has a court case there and will not go to her country because she fears to be arrested and put into prison. In Jordan they still put debtors in prison. 
 

in this case what must I do? The government is demanding 400$ by (bribery) to get the certificate for us. Can I ask the NVC to waive the document in this circumstance? Is there any way around it? I know laws in the USA it is not a criminal case to owe debt nor it is liable to be sent to prison for it. I don’t know what to do. The government is not giving the certificate because of her debt and court case, other than that she has not done anything wrong and has been in turkey a long time.

paying $400 for a bribe would not clear the debt from her records 

 

but if u can't get the report the embassy has to  but AP will be long

provide a document  from Jordan to show they will not give u the report (see if NVC accepts and  that gets u to an interview)

 

but 

 

Resident and nonresident residing in Jordan can obtain the PCC from Jordan by apply in person or by mail:

  • Apply in person to the Ministry of Justice. Need to apply himself as no one can apply on your behalf.
  • Provide your full name, date and place of birth, your parents’ names,
  • Provide your fingerprint sets.
  • Identity documents (it can be your ID card/passport).
  • You must also present two photographs, a copy of your passport and fee stamps.

 

Non Resident Request for PCC from Jordan:

  • All above mentioned documents need to be submitted.
  • Also need to submit a copy of your resident permit.

What is "good moral character?" U.S. immigration law actually says more about what is isn't than what it is. The law sets out some automatic bars to a finding of good moral character, such as commission of certain crimes. But neither debt, unemployment, nor bankruptcy is on that list.
