And how would they find out? Even if there's no record of you voting, it doesn't mean you're ineligible to vote.

that's provided he stated such. and as he already replied about what could happen if he misrepresented himself, it's a lost cause imo.

what i was getting at was this - if he stated his status the congressman/woman would toss the letter. if he did not, he might be making it look like he is able to vote, which is a misrepresentation, which is why he would be better off stating his status.....
