Ciudad Juárez embassy, case ready but no instruction letter, schedule interview yourself or wait to be issued an interview appointment?

Hello Everyone!  Hopefully some helpful people out there can help me.  I got my NVC case number, and the CEAC status says its 'Ready', but yet I haven't gotten my 'letter of instruction' from the embassy from Ciudad Juarez.  In addition, I was told that for K1 applicant he/she must schedule their own interview appointment.  But I've read from forums to forums that you are no longer able to schedule the appointment interview, but instead the embassy will issued an interview appointment date for you when they send the 'letter of instruction'?  Can anyone verify this for me?  I hate the feeling that I'm supposed to be doing something, but I'm not sure what the next step is.  Please help.  Thank you greatly.
