Can't pay visa fee?

I just completed my DS-160 with my fiancé, and now we are registering on the embassy website to pay the visa fee and schedule an appointment.

 

It shows the $265 fee, but no where to pay it. Then it says "There are no available appointments at this time. Please check back in a few days as the Consular Section will open more appointments."

 

Does that just mean we can only pay a fee when there are open interviews to book? Our embassy is Paris, so not sure how long we should anticipate to wait.

You have to keep checking. They wont let you pay the fee until there are appointments availible.
