Hello,

the above points ask for I-94 and passport details, but it says in advance:

"If your benificiary is currently in the United States, complete Item Numbers 38.a.-38.h"

Does that mean I don't need to fill it out since I'm currently in Germany? Thanks

Yes - only necessary if the beneficiary is currently in the US.
