Any experience with US Consulate in Rio de Janeiro?

Friends, 

on the day my Brazilian wife and 2 kids went for the interview in Rio de Janeiro, the consulate had still not received one of children's (a 12 year old) exams due to a lab delay.

 

Interestingly, right on the following day, the passport/visa of the mother and the other child were ready to be mailed (got them 2 days later).

 

The problem is that, almost a month later, we're still waiting for that 12 yo child's visa to be processed. The consulate told us that now they have the exam that was missing, but still no action. I have emailed the Consulate but they won't give us any more than saying they're "processing as effectively as possible".

 

Is that normal? Do you have any experience to share on that? Do you know if they have to wait until a medical expert look at the exam?
