Ive got a friend who just joined the site and is looking into doing DCF in Libya. Has anyone gone this route? And for that matter, does the consulate allow DCF? What requirements do they have (like residency, etc)? We did some skimming of the Embassy website, but didnt find much help.

Libya does not have an american consulate to file marriage visas (exactly). i think most of them all go through Cairo.

ETA or Maybe Tunis instead of Cairo.

Oh just to add again....I see the Laison office in Libya has now upgraded to a full embassy last year. Not sure how this will impact filing. They may stilluse the consulate in Tunis to handle interviews however.

Libya does not DOES NOT ALLOW DCF by Non-Resident Visitor U.S. Citizen as a General Rule Under Normal Circumstances. (Exception: The Consulate has Inherent Discretion to Accept DCF Processing in any given case.) The closest embassy is Tunis, but most cases are handled by Cairo. (as discussed in 3 other threads before)

To the best of my knowledge Libyans still have all of their US visas going through the embassy in Tunis.

Is the foreign spouse Libyan or just working in or visitng Libya?

Her fiance is Libyan. They're looking into the various alternatives for getting married and living in the US. According to the information she (the USC) has gleaned from him, he doesnt need any sort of visa to leave Libya. I know little or nothing about the country, so I figured I should start asking the experts instead of guessing to answer her questions.

He doesn't need a visa to leave Libya or to get into Tunisia. What I meant is that Libyans have their US visas processed through the embassy in Tunis.

If she's there with him then she may need something from the Libyan govt allowing her to get back into Libya after leaving and she will probably need a visa to get into Tunisia.

We didn't file DCF so I'm not really familiar with the process. Also, there have been several changes to the way things are done at the embassy in Tunis since we filed our K-1 application. For instance, it's my understanding that they won't mail anything to the Libyan fiance any more and they mail it to the USC directly and it's then up to the USC to get it to the Libyan fiance.
